The Congregation is the main governing body of the thee supernatural races—daemons, witches, and vampires. It is led by a council of nine, three from each order of daemons, witches, and vampires.

The Congregation was established during the crusades to regulate conduct between the races. At the time, many creatures were abusing their abilities to influence politics and government, thus attracting the attention of humans. To keep creatures safe from the humans, the Congregation was formed, and a covenant was made. The covenant states that creatures must abstain from interfering with human politics, religion, and no mixing of the different creatures, especially in terms of romantic relationships. When creatures break the covenant, it is the Congregation's responsibility to right the wrong.
